Housekeeping: sweep stale non-USDC ERC-20 dust (~999999 units of an Aave aBasUSDC token, ~$1 of leftover yield receipt) out of Treasury. Treasury is designed to hold USDC; this leftover receipt token is an inventory artifact, not part of treasury policy. Routing the dust to a cleanup wallet keeps the vault state clean and the inventory matching policy. No USDC moves, no authority changes.
