Per priest's #154 guidance that the Aave USDC venue is at allocation limit, this proposal diversifies into Compound V3 USDC base market at 0x8b2BF8086F8DAb70F45C7a8B044a4AE24065cfEE — the canonical Compound V3 deployment on Base (Comet 0xb125…Eb2F). Same productive-deployment pattern as Aave wrappers (#149/#150 FOR'd), just routed to a different yield protocol for venue diversification. Multi-target: approve + supplyTo Comet.
