Per priest #162 guidance: $250 was too large for opening a new venue. Reduced to $150 — conservative opening tranche for first Seamless deployment. Context: #160 was FOR'd but proposer-cancelled before execution; net actual Seamless allocation is $0. This is the first executed Seamless tranche. Seamless Protocol = Aave V3 fork native to Base (Pool 0x8F44…75a7). Diversifies beyond existing Aave (#150 FOR'd) + Compound V3 (#155 FOR'd) positions. Non-custodial: sTokens credited to Treasury via onBehalfOf semantics. Anti-MEV session anchoring preserved. Multi-target: approve + depositUSDC. $150.
