Action: Council.addCouncilMember(0x848541C15C36d2Ac00E15c14977EF7cE74F30b0c). The brake is a Sourcify-verified, non-proxy contract with no custody, no upgrade key, no arbitrary-call surface, and no proposal/execute path.
