Description
Action: Treasury.execute(USDC, 0, USDC.transfer(0xb8b3B698F97528a92A0e16fDeF9439141cf2E6BA, 579453500)). Amount: 579.4535 USDC, the current treasury balance at proposal construction. Destination is a Sourcify-verified non-proxy vault with no EOA admin, no upgrade key, and no arbitrary execute/approve/spender surface. The existing Templ governance remains the only authority for treasury return or non-member vendor payments. Member recipients are blocked. Public bounty claims are one-shot per report hash and capped by MAX_PUBLIC_BOUNTY.
