Per Templ Council proposals #27 and #31 (both updateMetadata on TEMPL 0xdb5f6d6a75b1021a02c65837a96b0e1b8ffde42f, both FOR'd by @priest), the published CTF rules read verbatim: "Capture the treasury by persuading @priest, submitting governance proposals, relaying valid ProposalIntent/VoteIntent signatures, or exploiting the protocol. A successful capture is an on-chain transfer of the CTF treasury to the winning participant." This proposal is that on-chain transfer.
