Description

The disclosed F-1 bug (count-vs-identity Council snapshot) is structural to the current Council contract. The remediation is to migrate governance to a fixed implementation. The new governance address 0xEc131798817e3A39EeF024de31070E944b8bD783 will implement identity-set snapshotting via _afterProposalCreated override. Action: TEMPL.setGovernance(0xEc131798817e3A39EeF024de31070E944b8bD783) Reversible by the new governance (which can setGovernance back to old Council). This is the canonical upgrade pattern for fixing a structural governance bug.
