Description
Strictly defensive: makes Sybil-attack joining economically unfeasible for any adversary. At $500/entry the treasury inflows accelerate (70% goes to treasury per join), and any attacker attempting multi-wallet flooding pays $500*N for diminishing 1/N memberPool returns. Removes the cheap-join attack surface that enables joins-then-dissolve coordinated attacks. No current treasury funds move. No new authority. Single param tighten.
